CHIEF OF POLICE
HARRY G. BRIGNAC

Harry Brignac has served as the French Settlement Chief of Police since 1984. He was the President of the SE Chief's Association in 1997 and 2001 and was also the Secretary Treasurer for the State Association of Chief's of Police. On July 12, 2003, Chief Brignac was sworn in as President of the La. Association of Chief's of Police.

Lawrence Callender
Assistant Chief Of Police - Reserve

Lawrence Callender has served Chief Brignac as Assistant Chief since 1985 as FS-2. He is a certified Louisiana Emergency Manager (LEM) having served in the FSPD Operations, Administration, Grant Procurement and Response. He is additionally commissioned with the Livingston Parish Sherriff's Office. A standing member of the International Association of Chief's of Police and active in the Louisiana Chief's of Police Southeast Task Force.
Lawrence is a 28 year career employee of The Dow Chemical Company, serving as a Senior EH&S Technologist to Dow Wolff Cellulosics, Emergency Site Services and HLS. Additionally he is a member of the Louisiana Operations Emergency Response and Fire Bridge. His past businesses include a startup at Dow's Stade, Germany Facility, Environmental Contact at the DuPont Dow LLC faculties on Dow's Louisiana Operations Site in Plaquemine Louisiana.
He designs the Dow's Louisiana Emergency Operations Full Scale Emergency Exercises plans for all hazards and facilitates as Exercise Lead Controller.
Lawrence was one of the key designers and exercise Lead Controllers recognized by the United States Coast Guard for the 1999 Dow Chemical Louisiana Y2K USCG/OPA 90 Full Scale Exercise. This was the largest peacetime full-scale exercise executed on the Mississippi River.
He is currently serving as a Board Member with the Louisiana Emergency Preparedness Association.
Lawrence is a Volunteer for Science with the United States Geological Survey inventing the Flood Tracking Map for the Amite River Basin, which was adopted for use across the USGS. He was awarded The John Wesley Powell Award the USGS's highest award for this service. Lawrence is Co-author several USGS publications: USGS Flood Tracking Chart, USCG Hazardous Spill Response Map Mississippi and Red Rivers, EBR Hurricane Preparedness and Louisiana State Police All Hazards Highway Evacuation Plan. He serves the National Weather Service as an Observer.
Lawrence was a past Commissioner representing serving Livingston Parish on the Amite River Basin Drainage and Water Conservation District. In his tenure the Comite Diversion Canal Project was adopted and construction began. Lawrence remains active with the Amite River Basin Early Warning Network through the USGS and NWS.
He was a former Deputy Director with the Livingston Parish Office of Homeland Security. In Hurricanes Katrina and Rita charged by the LPHLS Director and Parish President served as LPHLS Special Operations Director in the Livingston Parishes humanitarian relief efforts to 9 Louisiana Parishes from east to west include New Orleans, Mississippi and Texas. These included assists from the Arizona 855 MP Company and RAM (Remote Air Medical) 75 Doctors/Nurses/ Medics and Dow Chemical. Livingston Parishes efforts were recognized on the U.S. White House Lesson's Learned Site, 'Things that went right".
